Metric VOC3

This metric defines criteria to evaluate the extent to which all ontology terms have labels. The metric verifies that ontology terms are labeled using rdfs:label in OWL vocabularies and skos:prefLabel in SKOS vocabularies, ensuring that each term has a human-readable identifier.
