Scope and Contents |
In 25 registers. Documents recording the activities and meetings of the Council of the Order of Saint John of Jerusalem, of Rhodes, and of Malta. Registers include originals (libri conciliorum status) and minutes (libri minutarium conciliorum status) of proceedings, deliberations, and decrees concerning political, military and diplomatic matters and internal administration of the Order and the Maltese archipelago. Records also include one index, original documents, letters, reports, and briefs related to the meetings. Related documents in AOM Section 2. |
Historical Note |
Documents issued by the Council of the Order of Saint John of Jerusalem, of Rhodes, and of Malta. The Council was the main governing body of the Order and developed administrative and judicial functions. The Council was both ordinary (Consiglio Ordinario; Concilium Ordinarium) and complete (Consiglio Compito; Concilium Completum). The Ordinary Council was composed of the Grand Master, the lieutenant of the Grand Master or of the magistracy, the prior of the church, the treasurer, the eight conventual bailiffs (the Pilieri, or heads of the langues), and the bailiffs and priors living in the Convent. The seneschal of the Grand Master and the vice-chancellor only had advisory roles, unless they were knights of the grand cross. The Ordinary Council transacted in diverse matters related to every aspect of the government and administration of the Order and the territories under its control. The Council exercised jurisdiction over the entire Order, including the Convent and its offices, and the peripheral priories, bailiwicks, and commaderies in Europe. Sixteen knights (the Venerandi Sedici), two for each Langue, when added to the Ordinary Council, formed the Complete Council. The Complete Council gathered to discuss important matters related to war and international relations, and also functioned as a court of appeal. The Secret Council, in charge of discussing ambassador’s instructions, appointment of new dignitaries, and internal criminal cases, was constituted by the members of the Ordinary Council. In 1623 Grand Master Antoine de Paule (1623-1636) ordered to keep separately the records related to political, military, and diplomatic matters of the Order concerning the state business and the internal administration. Records formed the new series of Libri Conciliorum Status (Council of State) and include relations with the other states, the sovereigns, the Church, and the Jesuits of Malta. |
