Historical Note |
Documents issued by the General Chapter of the Order of Saint John of Jerusalem, of Rhodes, and of Malta. Religious rules and constitutions of the Order, including the Order’s Rule (Regula), esgarts (rulings concerning specific issues and cases), usances (customs), and statutes and ordinances issued by the General Chapter. The General Chapter was the legislative body of the Order. The General Chapter evolved over time, ultimately including the Grand Master, the bishop of Malta, the prior of the church, the conventual and the capitular bailiffs, the bailiffs ad honorem, and the procurators of the provincial chapters. Each langue within the Order of Saint John or member of the Order could submit suggestions, requests, or draft new laws called rolls (ruoli). Two knights from each langue (the Venerandi Sedici) were appointed by the Chapter to discuss, review, confirm, and revoke laws and statutes. The sixteen knights met in the presence of six magistral prosecutors and the vice-chancellor, who had advisory roles. Deliberations were finalized, registered, and approved by the General Chapter. The General Chapter could last for fifteen days, but also be extended by eight days. The General Chapter was required to meet circa every five years, but at times did not meet. Outstanding issues not solved during the General Chapter were addressed by the Complete Council (Consiglio Compito), which on such an occasion was called the Consiglio di Ritenzione or delle Ritenzioni. New statutes were submitted to the pope for confirmation. |
