Scope and Contents | In 29 registers and volumes. Documents pertaining to the activity of the Chamber of accounts (Camera dei Conti) of the Treasury (Tesoro or Comun Tesoro) of the Order of Saint John of Jerusalem, of Rhodes, and of Malta. Registers and volumes include deliberations and decrees (originals and minutes), and chirographs. Related documents in series 9, that includes correspondence of the Treasury with the receivers in Europe, and Treasury A, B, and C at the National Library of Malta, and Camera Computorum Communis Aerarii (CAE) fonds at the National Archives of Malta. |
Historical Note |
Documents pertaining the activity of the Treasury of the Order of Saint John of Jerusalem, of Rhodes, and of Malta. The Treasury was the institution/office in charge of managing finances, collecting revenues, administer Hospitaller properties in the central Convent and in Europe, making and supervising expenses for the functioning of the Order. It had administrative and judicial competences. The treasury and a treasurer are mentioned from the 12th century. The Treasury evolved over time, ultimately including the Grand Commander (one of the conventual bailiffs and head of the Langue of Provence) as the head, aided by the treasurer (dignity attached to the Langue of France), and supervised by the Grand Master and the Council. It was composed by the conservatore conventuale, the two procurators of the Treasury (procuratori del Tesoro), receivers and procurators of the Treasury in the priories (ricevitori and procuratori fuor di Convento), the Grand Master’s procurator, the auditors of accounts (one for each Langue), and the commissioners. The judicial matters were specific competence of the Camera dei Conti, the core of the Treasury that worked as a tribunal. The Camera dei Conti was composed by the Grand Commander, the treasurer (or his lieutenant), the auditors of accounts, the secretary of the Treasury (with consultative vote), and a number of officials in charge of the administration. The Grand Commander presided the meetings, ensured decisions, approved expenses, and sealed bills. The procurators of the Treasury assisted the Grand Commander; they were in charge of the daily administration and were aided by officials responsible for each department (commendatori dell’artiglieria, dell’arsenale, dei granai, infermiere, commissari delle opere, degli spogli and capitani delle galere). The conservatore conventuale kept accounts and records of money, goods, expenses, and rights of the Treasury (responsions, spoils, entrance fees, mortuori and vacanti); he could make expenses only after Grand Master’s permission signed by the secretary and sealed by the Grand Commander. The secretary of the Treasury promoted the interests of this institution; he was in charge of writing minutes of the Camera dei Conti, overseeing the fiscal administration, supervising the procurators of the Treasury and the procurators in Court proceedings (procuratori delle cause), auditing accounts together with the auditors of the Langues, keeping records, and reporting all to the Council. He signed bills, notes, receipts, and ransom of slaves; he controlled goods for the magistral palace, conventual church, prisons, reliquary, and silverware. Receivers acted as a representative of the Treasury in the local priories and headed the local financial offices (Ricetta), one or more than one for each priory, and were primarily in charge of collecting responsions and spoils. They were assisted and supervised by the procurators of the Treasury in the priories. |
